Nope—the cartoons usually had their original soundtracks.
As a kid, I was frustrated not to see complete cartoons on the show, but the show still seems to have functioned as many people's "gateway drug" to discovering early animation, which was cool.

It's been a long time since I'd seen Charlie in action—but as I remembered, he doesn't just talk with an accent; he mispronounces our hero's name as "Misser Magloo." Redubbed versions change this, so they should be easy to spot.
