Someone with a bit more experience can correct me, but I think what happened was someone found a single workprint that was used to prepare the BR version (hence the white lines that appear right where the cuts were to remove Woolcott's scenes), but that workprint had already had its titles removed.

I've never understood why so many "Bugs Bunny in" title cards were removed from BR reissues. Probably because for most of them, Bugs does the 'window shade' trick with the WB rings. When the short were prepared for reissue, they probably couldn't get the cut right without revealing part of the orig...
