Just so I can continue to shamelessly plug it, David DePatie explained it a while back when I interviewed him.

They did try to give the Panther speech in the original series. He talked in "Sink Pink" (in the end) and "Pink Ice", both 1965.

Generally DFE's choice of composer was Doug Goodwin, who I think is great. Dean Elliott was used a few times (the early Dr. Seuss specials, a few TV shows, and the Dogfather theatrical shorts), but it was mostly Goodwin.

I actually don't mind Elliott's scores, personally.
